Welcome to Black Rock Charter City

Black Rock Charter City is an open source project with the goal of creating flexible, hyper efficient charter city plans.

Background

One of the biggest challenges facing the geopolitical stability and quality of life for humanity will be the effective and efficient relocation and re-settlement of climate refugees. In the early twenty-first century, we have already seen examples of dislocations, in Syria, in the West Cost of the US due to fires, in areas ravaged by flooding and tropical storms. If just a few million climate refugees worldwide can strain our systems now, they will surely break when the number is tens or hundreds of millions of people.

The solution is to be able to quickly build cities that are hyper efficient, scale quickly, and enjoyable to live.

Cities are humanities' most complex and longest lived product. They generally develop organically over several generations. To satisfy our goals, we have to be able to scale these cities hyper quickly. This project will explore ways to do that.

Inspiration and Examples

Charter Cities recently have not enjoyed much success. However in the mid twentieth century, we have seen significant successful models, which will serve as inspiration for the roll out of BRCC.

How to Help

We will be building out hyper detailed open source plans, for the entire city infrastructure, culture, economics, and more. Looking for expertise across all areas to support the exploration.

City Elements

• Transportation - Zero cars. Pedestrians and bikes primary. Free, continuously operated, art bus public transportation. Starting as self-driving electric buses then evolving into trams or subways if demand / costs support it.
• Culture - Heavy support for arts, including ability to support artist spaces for overall creative vibe.
• Sustainability -
• Economy and Taxes - Smart taxes designed to encourage development and growth. Land use tax to encourage development, usage tax for retail or other stores to reduce downside of failing, and have rent scale with the success of the business. Consumption tax on everything else. Tax can also be 'paid back' to the city via gifting (documented on public blockchain).
• City layout -
